Submitted photo<\/p><\/div>\n<p>OXFORD, Miss. \u2013 Incidents of child abuse in child care settings are not the norm, but the United States is experiencing a child care crisis, two <a href=\"https:\/\/olemiss.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Mississippi<\/a> educators said Thursday (Feb. 23) on the &#8220;Dr. Phil&#8221; show.<\/p>\n<p>Cathy Grace and Kenya Wolff, co-directors of the university&#8217;s <a href=\"http:\/\/gcsel.education.olemiss.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">Graduate Center for the Study of Early Learning<\/a>, were on the program to respond to a viral video that surfaced in October, featuring four Mississippi child care employees wearing &#8220;Scream&#8221;-style masks and terrifying the children in their care. The employees involved at Lil&#8217; Blessings Child Care and Learning Center in Hamilton were each charged with three counts of felony child abuse.<\/p>\n<p>What happened at this center deserves attention, &#8220;but people should know this is not the norm,&#8221; Wolff said. &#8220;Most people who go into the field do so because they care about children.&#8221;<\/p>\n<p>Of the 7.5 million cases of abuse or neglect reported in 2017, fewer than 3,000 cases \u2013 or less than 0.03% \u2013 involved child care providers with children in their care, she said.<\/p>\n<p>Still, parents can do several things to minimize the likelihood of abuse, Wolff said.<\/p>\n<div id=\"attachment_114885\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"http:\/\/web20.olemiss.edu\/news\/wordpress\/educators-advocate-for-better-child-care-funding\/kenya-wolff-3\/\" rel=\"attachment wp-att-114885\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-114885\" class=\"wp-image-114885\" src=\"http:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3-183x300.jpg\" alt=\"\" width=\"150\" height=\"246\" srcset=\"https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3-183x300.jpg 183w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3-768x1258.jpg 768w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3-938x1536.jpg 938w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3-640x1049.jpg 640w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-3.jpg 1250w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><\/a><p id=\"caption-attachment-114885\" class=\"wp-caption-text\">Kenya Wolff<\/p><\/div>\n<p>&#8220;Make sure the facility has a clearly defined child protection policy,&#8221; she said. &#8220;Ask for a copy.&#8221;<\/p>\n<p>A strong policy will prohibit or limit one-on-one situations, Wolff said, noting that 80% of abuse happens in isolated situations with one adult in the room.<\/p>\n<p>&#8220;When I was a child care director, I tried to make sure teachers were never the only adult in the room,&#8221; she said.<\/p>\n<p>Another thing to look for in the policy is mandatory reporting and sexual abuse prevention training for staff. In most states, including Mississippi, this is a state mandate.<\/p>\n<p>Parents and caregivers should also consider how employees are screened. Best practices include in-depth applications, personal and professional references, a criminal background check, and extensive interview, she said.<\/p>\n<p>Parents should also listen to their children, Wolff said.<\/p>\n<p>&#8220;As children get older, have open conversations with them about body safety and how they feel about their child care setting,&#8221; she advised.<\/p>\n<p>The real crisis is &#8220;a lack of funding, infrastructure and systems to truly support families,&#8221; Grace said. In Mississippi, the average wage for a child care worker is only $8.52 an hour, and the system does not incentivize workers to remain and grow in the profession.<\/p>\n<p>&#8220;At a fast-food chain, they can make between $10 and $15 an hour for less stress and no required continuing professional development, as Mississippi regulations stipulate,&#8221; she said. &#8220;We need to see better pay, more education and better regulation.&#8221;<\/p>\n<p>Investing in early child care is the answer to this crisis, both educators agree.<\/p>\n<div id=\"attachment_114884\" style=\"width: 160px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/web20.olemiss.edu\/news\/wordpress\/educators-advocate-for-better-child-care-funding\/cathy-grace-2\/\" rel=\"attachment wp-att-114884\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-114884\" class=\"wp-image-114884\" src=\"http:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2-183x300.jpg\" alt=\"\" width=\"150\" height=\"246\" srcset=\"https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2-183x300.jpg 183w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2-768x1258.jpg 768w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2-938x1536.jpg 938w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2-640x1049.jpg 640w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/02\/UCIMG-2563-2.jpg 1250w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><\/a><p id=\"caption-attachment-114884\" class=\"wp-caption-text\">Cathy Grace<\/p><\/div>\n<p>&#8220;Child care is the foundation of a healthy society,&#8221; said Wolff, who has traveled the world looking at child care systems in countries such as New Zealand and Denmark. It not only makes communities healthier and happier, but &#8220;it supports families&#8217; economic growth and can break the cycle of poverty.<\/p>\n<p>&#8220;For every dollar invested in early childhood programs, society yields a $6.30 return, improving education, employment and health outcomes, and saving on later remediation costs.&#8221;<\/p>\n<p>When a strong foundation is laid in the early years, it supports the development of social, emotional and cognitive capacities and executive functioning well into adolescence and adulthood.<\/p>\n<p>Research shows that children who experience quality early learning and care programs are 25% more likely to graduate high school, four times more likely to complete a bachelor&#8217;s degree or higher, earn up to 25% more wages as an adult, and require fewer special education services in school, Wolff said.<\/p>\n<p>&#8220;Basic aspects of brain function depend critically on very early experiences, as do aspects of social and emotional development,&#8221; she said.<\/p>\n<p>For more information, educators and caregivers can check out Grace and Wolff&#8217;s podcast, &#8220;<a href=\"https:\/\/podcasts.apple.com\/us\/podcast\/edsup\/id1441849372\" target=\"_blank\" rel=\"noopener noreferrer\">EdsUp<\/a>!&#8221; The hosts provide &#8220;no-nonsense conversation about how to give children the best start in life,&#8221; featuring input by renowned educators.<\/p>\n<p>The two also have spearheaded a project to provide families and educators with resources to support early childhood development.
