{"id":116810,"date":"2023-07-20T13:30:47","date_gmt":"2023-07-20T18:30:47","guid":{"rendered":"http:\/\/news.olemiss.edu\/?p=116810"},"modified":"2023-07-20T13:31:33","modified_gmt":"2023-07-20T18:31:33","slug":"what-goes-up-must-come-down-we-must-contend-with-space-debris","status":"publish","type":"post","link":"https:\/\/web20.olemiss.edu\/news\/wordpress\/what-goes-up-must-come-down-we-must-contend-with-space-debris\/","title":{"rendered":"What Goes Up Must Come Down: We Must Contend with Space Debris \u00a0"},"content":{"rendered":"<p style=\"margin-top: 0in;\">OXFORD, Miss. \u2013 A <a href=\"https:\/\/www.cbsnews.com\/news\/australia-mystery-object-on-beach-green-head-perth-likely-rocket-part\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">metal object recently found on the coast of Western Australia<\/span><\/a><span data-contrast=\"auto\"> made international news before it was identified as likely part of a rocket, but <\/span><a href=\"http:\/\/olemiss.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">University of Mississippi<\/span><\/a><span data-contrast=\"auto\"> law professor Michelle Hanlon said this object \u2013 and others like it \u2013 are only the beginning of our reckoning with deorbiting space debris.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">With the onslaught of companies and countries launching satellites and rockets into outer space, governments must contend with the prospect of falling space debris hitting property or people, said Hanlon, director of the UM <\/span><a href=\"https:\/\/airandspacelaw.olemiss.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">Center for Air and Space Law<\/span><\/a><span data-contrast=\"auto\"> and co-founder and president of <\/span><a href=\"https:\/\/www.forallmoonkind.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">For All Moonkind Inc.<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">&#8220;This piece \u2013 it&#8217;s been identified as space junk \u2013 is the beginning of a new deluge,&#8221; she said. &#8220;The number of objects in orbit around our planet is growing every day. We&#8217;ve got to get used to seeing more and more stuff like this.&#8221; <\/span><\/p>\n<div id=\"attachment_116829\" style=\"width: 193px\" class=\"wp-caption alignright\"><a href=\"http:\/\/web20.olemiss.edu\/news\/wordpress\/what-goes-up-must-come-down-we-must-contend-with-space-debris\/skb_4203-ai-jpg-2\/\" rel=\"attachment wp-att-116829\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-116829\" class=\"size-medium wp-image-116829\" src=\"https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741-183x300.jpg\" alt=\"\" width=\"183\" height=\"300\" srcset=\"https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741-183x300.jpg 183w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741-768x1258.jpg 768w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741-938x1536.jpg 938w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741-640x1049.jpg 640w, https:\/\/web20.olemiss.edu\/news\/wordpress\/wp-content\/uploads\/2023\/07\/UCIMG-2741.jpg 1250w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/><\/a><p id=\"caption-attachment-116829\" class=\"wp-caption-text\">Michelle Hanlon<\/p><\/div>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">Two international laws, <\/span><a href=\"https:\/\/www.unoosa.org\/oosa\/en\/ourwork\/spacelaw\/treaties\/outerspacetreaty.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">Article 7 of the Outer Space Treaty<\/span><\/a><span data-contrast=\"none\"> and the <\/span><a href=\"https:\/\/www.unoosa.org\/oosa\/en\/ourwork\/spacelaw\/treaties\/introliability-convention.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">Convention on International Liability for Damage Caused by Space Objects<\/span><\/a><span data-contrast=\"auto\">, dictate how governments handle the deorbiting of space junk and the liability of damage caused by falling spaceborne objects. <\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">&#8220;What both of these laws say is if you have a space object and it does any harm to any person on Earth, you are absolutely liable,&#8221; Hanlon said. &#8220;If you do damage on Earth, you are liable. Period.&#8221;&nbsp;<\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">The object found last week, however, has no clear markings indicating its country of origin, complicating the issue, she said. <\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">&#8220;We got really lucky with this one because it landed in the ocean,&#8221; Hanlon said. &#8220;It could have landed on somebody&#8217;s house. What we&#8217;re seeing today with this object is we don&#8217;t know who&#8217;s responsible for that object or who would be liable if that object caused damage.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">&#8220;Unless you see a flag right on it, who decides who pays? This is not an unusual occurrence; it&#8217;s more unusual that we aren&#8217;t able to identify it.&#8221;&nbsp;<\/span><\/p>\n<p style=\"margin-top: 0in;\"><span data-contrast=\"auto\">Most falling space debris that will not disintegrate upon reentry is directed to <\/span><a href=\"https:\/\/oceanservice.noaa.gov\/facts\/nemo.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">Point Nemo<\/span><\/a><span data-contrast=\"auto\">, a point in the Pacific Ocean farthest from land and <\/span><a href=\"https:\/\/www.cnn.com\/2022\/02\/06\/world\/point-nemo-international-space-station-scn\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">where the closest human beings are in the International Space Station<\/span><\/a><span data-contrast=\"auto\">, Hanlon said.
