\ndip or chew on the University of Mississippi campus must do
\nso only in 30 outdoor “Designated Tobacco-Use Areas,”
\naccording to the university’s new policy governing the use
\nof tobacco products. Before today, tobacco users could
\nlight up just about anywhere outdoors, except in stands at
\nfootball and baseball stadiums.<\/span>

The new policy – which applies to visitors as well as
\nfaculty, staff and students – is in response to complaints
\nabout the presence of smokers near building entrances and
\nthe amount of litter resulting from tobacco use.
\n<\/span><\/p>\n

\n\u00a0\n<\/p>\n

\n“We have individuals with asthma or allergies who have
\nproblems when they walk through a group of smokers
\ncongregated near a building or on a sidewalk,” said
\nAssociate University Attorney Donna Gurley, who chaired the
\nadvisory committee that developed the policy. “Plus, when
\ncigarette butts, tobacco packaging and spit cups and
\nbottles litter our grounds and building entrances, staff
\nmembers spend an inordinate amount of time dealing with the
\nlitter.”
\n<\/span>\n<\/p>\n

\nThe new policy was adopted “after much discussion among
\nstudents, staff and faculty and represents the careful work
\nof the advisory committee,” said Chancellor Robert Khayat.
\n“The policy promotes better health while recognizing that
\nsome choose to continue to use tobacco.”
\n<\/span>\n<\/p>\n

\nUM’s new tobacco-use areas are identified by trash
\nreceptacles with an ashtray on top and the universal
\ndesignated-smoking-area symbol. Many of them are in parking
\nlots, away from campus buildings and heavily traveled
\nsidewalks.
\n<\/span>\n<\/p>\n

\nAnyone using tobacco products (cigarettes, cigars, pipes or
\nchewing tobacco) outside a designated tobacco-use area
\nviolates the policy. Other actions violating the policy
\ninclude: – Littering with tobacco-related products,
\nincluding cigarette butts, packaging materials and spit
\ncups – Tampering with or damaging receptacles, or moving
\nreceptacles from one location to another – Parking in a
\nspace where a receptacle is located or labeled as a
\ndesignated tobacco-use area – Using tobacco products in a
\nuniversity building or university-owned vehicle – Using
\ntobacco products at athletics events in any area other than
\na designated tobacco-use area
\n<\/span>\n<\/p>\n

\nFaculty and staff who violate the policy will be subject to
\nemployee discipline. Students violating the policy may be
\ncharged through the Student Judicial Office.
\n<\/span>\n<\/p>\n

\nCampus visitors who violate the policy “should be politely
\nreminded that tobacco use is limited to designated areas,”
\nGurley said. “We’re not going to go around arresting
\npeople, but we do expect people to cooperate and be
\ncourteous to one another.” New tobacco-use areas may be
\nadded, or existing ones relocated, Gurley said. Individuals
\nmaking such requests should write to Marion Menne,
\nassistant director for custodial services, at the Physical
\nPlant Department or mimenne@olemiss.edu. Sororities and
\nfraternities, Gurley said, are to designate their own
\noutdoor smoking areas.
