\nOXFORD, Miss. — The combination of journalistic pressure
\nand hardball politics that produced Mississippi’s historic
\nEducation Reform Act of 1982 is to be discussed by
\nparticipants of the struggle in a program Nov. 30 at the
\nUniversity of Mississippi’s Overby Center for Southern
\nJournalism and Politics.
\n<\/span>\n<\/p>\n

<\/p>\n

\nThe free, public event at 11 a.m. in the Overby Center
\nAuditorium celebrates the 25th anniversary of the passage
\nof the legislation that established a kindergarten system
\nand provided greater funding for public schools in
\nMississippi.
\n<\/span>\n<\/p>\n

\n“The act represented a signature triumph for Gov. William
\nF. Winter’s administration,” said Curtis Wilkie, holder of
\nthe Kelly G. Cook Chair of Journalism at UM. “The measure
\nhad been opposed by many legislators reluctant to add to
\nthe state’s investment in public schools.”
\n<\/span>\n<\/p>\n

\n“I can think of no better example of how Southern
\njournalism and politics came together for a positive result
\nthan the Education Reform Act,” said Charles L. Overby,
\nchairman of the Overby Center.
\n<\/span>\n<\/p>\n

\nSeveral leading Mississippi newspapers, which favored the
\neducation bill, joined forces with Winter in building
\npublic sentiment that ensured passage of the measure.
\n<\/span>\n<\/p>\n

\nAt the time of the legislative battle, Overby was executive
\neditor of The Clarion-Ledger in Jackson. The newspaper won
\nthe Pulitzer Prize in 1983 for public service for its
\ncoverage of the issue and its strong editorial support of
\nthe bill.
\n<\/span>\n<\/p>\n

\nOverby will moderate the upcoming discussion, and Gov.
\nWinter will participate, along with three former associates
\nwho played key political roles: David Crews, Dick Molpus
\nand Andrew P. Mullins Jr.
\n<\/span>\n<\/p>\n

\nJournalists who reported on the controversy for various
\ndaily newspapers in Mississippi will also be on the panel.
\nThey include Fred Anklam, formerly of the Clarion-Ledger
\nstaff and now an editor at USA Today; Billy Crews, who rose
\nto become publisher of the Northeast Mississippi Daily
\nJournal in Tupelo; and Lloyd Gray, who reported from
\nJackson for the Sun-Herald in Biloxi in 1982 and is editor
\nof the Daily Journal.
\n<\/span>\n<\/p>\n

\nThe group will be joined by Tom Wacaster of Meridian, one
\nof the state’s leading advocates for education who recently
\nretired as head of the Phil Hardin Foundation.
\n<\/span>\n<\/p>\n

\nThe public education initiative attracted nationwide
\nattention a quarter-century ago and was called
\nMississippi’s “coming-of-age story” during the
\npost-segregation period. It is also the subject of two
\nbooks by members of the Ole Miss community. Mullins,
\nexecutive assistant to Chancellor Robert Khayat, wrote
\n“Building Consensus” in 1992. This year, Kathleen Wickham,
\nassociate professor of journalism, published “Winning the
\nPulitzer Prize.”
\n<\/span>\n<\/p>\n
