\nWhen the Legislature is in session each year, we in higher
\neducation make presentations about the financial challenges
\nour universities face. These challenges include funding
\noperational costs, salaries, building maintenance and
\nconstruction.
\n<\/span>\n<\/p>\n

<\/p>\n

\nTo ensure no misunderstandings, it is important for people
\nto know that we make our requests known for the good of our
\ninstitutions and not for personal benefit. At Ole Miss, we
\nbelieve it is our responsibility to be a national leader in
\neducation and research. We have a duty to preserve, protect
\nand enhance the buildings on our campus, as they are owned
\nby the state of Mississippi.
\n<\/span>\n<\/p>\n

\nGiven the important role our universities play in the
\nstate’s well-being, it is surprising – and even sometimes
\nfrustrating – that state leaders must be persuaded each
\nyear that maintenance of existing buildings is good
\nbusiness. We would be shortsighted if we allowed
\nstate-owned facilities to fall into disrepair.
\n<\/span>\n<\/p>\n

\nDuring the 13 years I have served as chancellor at Ole
\nMiss, we have followed a systematic, long-range plan to
\nrepair, renovate, restore and construct our buildings.
\nWorking with the state bond program and a great deal of
\nprivate support, we have revitalized our campus and saved
\nsome wonderful historic buildings. The state has provided
\nless than half (45 percent) of the $400 million we have
\ninvested in facilities, but the state’s contribution is
\ncritical. Without the bond program, we would have to defer
\nmaintenance of our buildings and put them at risk.
\n<\/span>\n<\/p>\n

\nBy wisely investing in building repair and renovation, the
\nstate ensures that existing structures continue to serve
\nthe needs of students now and in the future. If those of us
\nwho work at universities are good stewards and efficient
\nmanagers of our facilities, the return on the state’s
\ninvestment is significant. When we combine self-generated
\nrevenue, private gifts, research funding and state support,
\nwe are able to provide our students with nationally
\ncompetitive programs and facilities.
\n<\/span>\n<\/p>\n

\nWe urge the members of the Legislature, Gov. Haley Barbour
\nand all the people of Mississippi to think carefully about
\nthe direct and indirect costs of failing to invest in our
\nbuildings. If our classrooms, laboratories and other
\nfacilities are allowed to decline, our teaching, research
\nand service programs will also decline.
\n<\/span>\n<\/p>\n

\nWith help from the state, its eight universities can
\ncontinue to enhance the quality of life for all
\nMississippians.
