UM photo by Kevin Bain.\n<\/div>\n<\/div>\n<p>OXFORD, Miss. &#8211; An April 2008 poll of American adults found that the<br \/>\ntop four health care issues of national concern relate to cost, but how<br \/>\ndo you bring cost down?<\/p>\n<p>\n\u00a0\n<\/p>\n<\/div>\n<div>\n<p>\nA panel of national health care<br \/>\nexperts, convening in a public discussion Monday evening at the<br \/>\nUniversity of Mississippi, agreed that most roads to reducing health<br \/>\ncare costs and improving effectiveness begin with prevention.\n<\/p>\n<p>\n&#8220;One reason cost is at the top of the list is because health care costs<br \/>\nincrease each year,&#8221; said Therese Hanna, executive director of the<br \/>\nCenter for Mississippi Health Policy. &#8220;It&#8217;s become a burden to<br \/>\nfamilies, employers, government and therefore taxpayers.&#8221;\n<\/p>\n<\/div>\n<p><!--more--><\/p>\n<p>\nHanna was one of four panelists participating in the discussion<br \/>\n&#8220;National Health Care Reform: Moving from Treatment to Prevention.&#8221; The<br \/>\nevent was sponsored by the UM School of Applied Sciences and the<br \/>\nPartnership to Fight Chronic Disease, American Dietetic Association,<br \/>\nAmerican College of Sports Medicine and Center for Mississippi Health<br \/>\nPolicy.\u00a0\n<\/p>\n<p>\nPart of the reason for high health care costs boils down to the<br \/>\nfact that 83 percent of national health care money goes to treat<br \/>\nchronic disease, Hanna explained. Though some politicians think<br \/>\npreventing health risks is a personal choice and not a matter of public<br \/>\npolicy, Hanna and the other panelists presented research that suggests<br \/>\nhealth care costs will decrease and health care effectiveness will<br \/>\nincrease if communities invest in locally based disease intervention<br \/>\nprograms.\n<\/p>\n<p>\nPanelist Steven Blair pointed to research showing that physical<br \/>\nactivity and fitness can greatly reduce a wide range of conditions,<br \/>\nincluding depression, diabetes, hypertension, obesity and dementia.<br \/>\nBlair is a professor in the departments of Exercise Science and<br \/>\nEpidemiology and Biostatistics at the Arnold School of Public Health at<br \/>\nthe University of South Carolina.\n<\/p>\n<p>\n&#8220;We&#8217;ve got to use exercise and other lifestyle measures to<br \/>\nprevent chronic health problems,&#8221; he said. &#8220;Low fitness is responsible<br \/>\nfor more deaths than any other factor in mortality studies.&#8221;\n<\/p>\n<p>\nPanelist Evelyn Crayton, a member of the board of directors of<br \/>\nthe American Dietetic Association, said the association is strongly<br \/>\nurging this year&#8217;s presidential candidates to make health care a<br \/>\npriority.\n<\/p>\n<p>\n&#8220;As a registered dietitian, I can tell you many of the most costly<br \/>\ndisabling conditions can be prevented through nutrition strategies,&#8221;<br \/>\nshe said. &#8220;With proper nutrition support, many complications can be<br \/>\naverted or delayed. Federal attention to public nutrition and<br \/>\ninvestment in nutrition care, education and research is essential.&#8221;\n<\/p>\n<p>\nCrayton is a professor of nutrition and food services at Auburn<br \/>\nUniversity and assistant director of Family Programs for the Alabama<br \/>\nCooperative Extension System. She agreed with John Clymer, president of<br \/>\nthe Partnership for Prevention, that the American health care system is<br \/>\ndirecting most of its funding to the wrong areas.\n<\/p>\n<p>\nPointing out that politicians often say the U.S. has the best<br \/>\nhealth care system in the world, Clymer said, &#8220;I think we have one of<br \/>\nthe best rescue systems in the world.&#8221;\n<\/p>\n<p>\nHe explained that people from all over the world come here to be<br \/>\ntreated for a wide variety of diseases and conditions. However, there<br \/>\nis very little funding or emphasis given to the role of prevention in<br \/>\nlowering the instances of chronic diseases, because doctors are<br \/>\ngenerally only compensated for treating actual diseases.\n<\/p>\n<p>\nIn fact, some statistics show that 95 cents of every dollar<br \/>\nspent in the American health care system goes to treat disease after it<br \/>\nhas occurred, which means less than a nickel is going into prevention<br \/>\nof those diseases, he said.\n<\/p>\n<p>\nThe Partnership to Fight Chronic Disease, along with its<br \/>\naffiliate the Partnership for Prevention, is a nonprofit, nonpartisan<br \/>\npolicy organization. The organizations are urging the creation of<br \/>\nincentives in the system to encourage use and delivery of high-quality<br \/>\nprevention programs. They also would like to see communities involved<br \/>\nin health systems, beginning with a commitment to designing communities<br \/>\nthat provide opportunities for walking, biking and other physical<br \/>\nactivity. The partnerships also encourage employers to invest in the<br \/>\nhealth of employees, a reform that has proven to increase productivity<br \/>\nand lower health care costs.\n<\/p>\n<p>\n&#8220;We need to make it easy for Americans to make the healthy<br \/>\nchoice,&#8221; he said. &#8220;We need to make the healthy choice the easy choice.&#8221;\n<\/p>\n<p>\nThe panel was organized to draw attention to the issue of health<br \/>\ncare, which is a major campaign point for both presidential candidates,<br \/>\nsaid Linda Chitwood, applied sciences dean. The event is among dozens<br \/>\nof programs planned around the first 2008 presidential debate, which is<br \/>\nscheduled Sept. 26 at UM&#8217;s Ford Center.\n<\/p>\n<p>\n&#8220;The event was titled &#8216;Moving from Treatment to Prevention,&#8217; and<br \/>\nthat is what the School of Applied Sciences is all about,&#8221; Chitwood<br \/>\n\u00a0said. &#8220;We specialize in the rehabilitation part as well, but what we<br \/>\nreally want to focus on is ways to prevent health problems before they<br \/>\neven occur.&#8221;\n<\/p>\n<p>\nTo learn more about the School of Applied Sciences, visit <a href=\"http:\/\/www.olemiss.edu\/depts\/applied?sciences\/\" target=\"?blank\">http:\/\/www.olemiss.edu\/depts\/<wbr><\/wbr>applied?sciences\/<\/a>.
